I think the second and third of link are wrong, what was earlier, GBC/GB or Snes?

I caught that as well.  The 2nd link on that list is from Link's Awakening (and I think they used it in both Oracle games as well) so that would be on the GBC which came in the N64 era.  Of course the black & white version of Link's Awakening, where the sprite was first used, came out 1 year later than ALttP.  So it should go 1, 3, 4, 2, 5, 6, 7, 8.  As far as I know the other columns are in the right order.

The Mario column is actually the only one that's completely right; the SNES Mario Kart sprite isn't actually DK, it's his kid, and while I don't know where the sprite below that comes from, I'm pretty sure DK wasn't given that particular design until Rare's DK Country - a promotional render from which is ranked later than his SSBM model. And surely Wind Waker Link should be in the GC row?

Yeah it should have WW Link, also that the one below A link to the Past Link is Link from Minish Cap, a GBA game. And mario on the left of that could be GBA AND Snes and indeed the one to the right is one I've never seen before, they should've got one from DK Country

Well I support the Minish Cap link being where it is because it seems to indicate progression from 2D to 3D.  Minish Cap link is the most advanced 2D sprite but 3D is still more advanced than that.  I don't like monkeys so I admittedly know nothing about DK.  But also to be fair, young link to adult link is not an evolution.  Both appeared in the same game.  If one wanted to truly show the model's progression it would have been better to use adult link followed by Majora's Mask link.

I guess gif would be more appropriate for the pixel graphics in the top half of the image.

Depends, PNG is as far as i know the best file, GIF also gives the distortion through Paint. BMP is of course the best but too big. JPG and JPEG are usually both quality loss.

MSPaint does indeed produce some weird colour speckling when saving as a GIF, which I've deliberately exploited in the past to achieve some interesting effects.

But frankly, if you're even using MSPaint when there's such as GIMP and early OpenCanvas builds available for free, then, well, I don't want to call anybody any names here.

PNG is preferred for pixel art, yes.

Here's a more detailed evolution of Mario (includes dates/text):

And here's one for Castlevania:
