You'll have to wall-jump your way up the narrow hallway on the left, and then jump from cog-wheel to cog-wheel into a waterbubble.

The jumping in the grey area is not exactl like that, but I don't remember the exact places of the gears in this room ;)

If you're lucky when jumping from the first room to the second you might land on one of the upper cogs. Personally I reckon getting from the bottom part of the second room to the top was one of the hardest jumping sections in the game.
