I'd first point at the intel driver as the troublemaker.
First, be sure you have the newest version installed.
If that doesn't help, try disabling Anisotropic filtering, anti-aliasing, or leave the settings at application controlled (not sure if the intel drivers have a switch for that, though). At least, change them to something else, and play around with the settings a bit.
Looking at the image, it could also be a mipmap generation issue, see if the intel driver has settings for that.
