There's a cave above the entrance to Mithalas City (in Open Waters). At the end of the cave there's one of those one-eyed-jellyfish nests inside a mouth; you can pass through the mouth with fish form.

That's no fun though.
Also I just remembered that you don't need fish form, just sun form is enough; hold mouse3 to the right in the cave and the spotlight effect should let you see the notes.

Fish with Dumbo OR Sun form, I think. Like you said, fish isn't needed. Or just what I said in the previous post. Then you don't need any form at all. ^^
