Not a bit of it; it's all technique. If you try it by rotating vertically at the shoulder, sure, that's impossible. The trick is to approach horizontally, from the inside of the elbow; by dislocating the shoulder, it's possible to angle the upper arm in such a way that touching your nose is entirely feasible.
