If you have gone all the way north and west and defeated a leafy boss, go back into Mithalas City and see if you've explored everything.

Just keep heading up, Mother Nature is at the very top of the forest.  Don't forget to check your world map for unexplored areas.

And make sure that you only go left and up unless the only way is right. A sure giveaway is lots of current stopping you from going one direction (but you can easily pass these with beast form).

BTW, you may already know this, but it is certainly worth exploring the lower left hand corner of the kelp forest... There are some nice goodies there.
