From the website:
http://www.ideal.nl/acceptant/?s=extra&lang=eng-GB

At present, it is only possible to make payments using iDEAL between current accounts with Dutch banks, in other words, only if both you and your customer have a Dutch current account. It is, however, possible that iDEAL may be used for international payments in the future.

So I suspect it's not posible.

Aquaria is a masterful stroke of vision in its appearance, sound and play. It's a game that no one should miss. After walking away with our awards for best graphics and best sound as well as the 2007 Adventure game of the year award, we're happy to add one final jewel to Aquaria's crown, the 2007 Independent Game of the Year.

To be a bit more specific, for me the culprit was the catalyst A.I. (enables performance optimizations); disabling or setting it to the lowest setting solved the problems with colour banding.

Should be of the options in the catalyst control centre.

3d -> anti-aliasing -> set it to "let application decide".

Well, I've got a similar system: amd2x 1.8 Ghz, radeon xpres 1150, but with XP. And so far aquaria runs pretty good at 1024*768 with frame buffer effects on, though I've had to disable vsync to prevent slowdowns in certain areas. So your system should indeed be able to run it much better. (unless, as you said yourself, vista is the culprit)
Also: make sure you've disabled AA.

... There are roughly 2000 pieces of hand-painting artwork in the game,...

...would be very interesting for some sort of special edition.

For 2d games you may want to look at fenix:

It supports a wide range of platforms (windows, osx , linux) and is fairly easy to program with.
There's a guy on the gp32x forums who's getting some great results with it.
