General / Newbie here. Need help with the "fish-shape submarine" in the veil

Hi everybody.
I found something interesting in the veil. I think it's some kind of "fish-shape submarine". When I touched it, there was some sound effects, then I opened the map screen and saw a lot of blue bubbles appeared in the left part of the veil. I can't figure out how to do with it. Could anyone help?
