I have found the cog, but when i turn it, the water lever drops even further. how can i make the water rise?

i must be silly or something. I defeathed the Worm boss in the Sun temple, and am trying to get to the 2nd memory. But there is no way i can get up there, its impossible!!
Do i need to adjust the water level somehow? I am clearly missing something obvious....

The weirdest thing is happening with me in Aquaria.
I have just gotten the beast form, and picked up the Mithalas Pot as a treasure. I couldn't defeat the priests, so i rather went exploring.
I picked up the Mithalas costume, Urchin costume and Seaturtle Egg, but nothing is showing up in my treasure page, only everything i got up until the Mithalas pot.
Am i doing something wrong? is treasures supposed to be collected in a certain order, or with a certain form?
