Title: I still can't find Li anywhere...

I have all of the Forms up to the Sun form. I've checked all of the Veil, and inside Li's cave. I don't see Li, and I don't see Li's song. Any suggestions on what I might be missing? Thanks!

You will see him swim by out on The Veil near his cave.  You need to chase him into the cave and corner him.
