After finishing the Energy Temple and Kelp Forest and then exploring the Abyss, someone suggested I check out Mithalas next... that gave me Energy Form, which in turn got me into the Veil, which then gave me Li... so now I have access to the Sunken City (via Li) and the Frozen Veil.
Problem: Light-up Form appears to be required to progress in the Sunken City. I say "appears to be" because it's possible I'm missing something; the little boy runs into the darkness, and there aren't any glowy fish around that I can lead down there with my songs. Is there a way around this problem for those of us who are doing Sunken City but don't have Light-up form yet? Or am I off to Frozen Veil next?

No, there's no way around that. I'm surprised you didn't get the sun-form while you were fetching Li. You could still choose not to use it but you'd be able to continue when you reach the points it's needed for.

My general M.O. is to explore as much as possible with what I've got, until I see that I can verifiably go no further without upgrading.

!!!!!
Eureka.
Dumbo Ice Cream should do the trick.

Besides the fact that you won't be able to go to a certain point because of the thing you missed, and that you need to use that form in the final battle, I think it'd be wise to go grab it before going further at all.
It's not possible finishing the game without it. Unless Dumb... wait, what? Did you defeat the octopus without sun form? O_o

It's not technically possible to finish Super Metroid without beating all the bosses, either (short of outright glitching the game), but that's not the point of sequence breaking. :) The point is to screw with the order in which you attain powers and the means in which you progress through areas as much as possible.
Also, hmm, that's an interesting question. Would having Dumbo as a pet provide enough light to move the ghostly boy? If so, I should probably try and get enough Dumbo Ice Cream to defeat the Octopus without sun form...

You will need a lot of ice cream...

Actually with +3 to Energy shot I recall tearing the crap out of the Octopus before he even turned things dark.

Whoa, I'm impressed.... he was the toughest mini-boss for me! And I am always well-stocked with food...King Jelly was easy, Sun Temple Worm was easy, Simon Says was easy (I was patient)...Octomun just laughed at me...curse you, Octomun!

Was the only boss where I had to use the rest of my items to make sea loaf and heal myself. xD
Had only one page left at the end.
Then again, that was my first playthrough, the third or so I wasn't grabbed by his tentacle at all. :3
