Title: Can't find Li [Spoilers]

So, where is he ?  There is nothing in Li cave.  I have all of Nadja's memories and 6 of her forms.  Now, i'm just stuck.  Where am I supposed to find him ?

I've looked all over it, maybe I'm not up to that part yet? I've got Energy, Beast, Nature, Sun, and Spirit form. I'm really at a loss as to where to go next.

He's in the Veil. Near the surface, a scuba diver. Just look around for him. Naija laughs and waves when she sees him.

I found him, but it is awfully random.  There should be some hints about finding him : wandering about the veil until I see him isn't something I would have done if I haven't read spoilers about Li.
