Title: Confused Please Help ???

Hey so I am new to the board, and I wanted to start a new topic in the fanart section and it won't let me. Everytime I go to that section it says I'm logged out, but when I go back to the Index it says I'm logged in. Can someone please help me?

Force refresh (ctrl+F5), on that page, then try again.
